What every Guanacaste STR operator should have set up before the first Saturday arrival. Costa Rica has been formalizing this stack hard since 2025. Skipping a step doesn't just risk a fine, it risks platform delisting once the new reporting kicks in. Confirm exact rates with a Costa Rican CPA (a 'contador'); the numbers below reflect 2026 rules.

Mandatory before you take a single booking. The Costa Rican Tourism Institute (ICT) maintains the Registro de Hospedaje No Tradicional. Submit the application online, attach the property docs, get back an inscription resolution + user code. The code goes on every listing on every platform. Without it, the platforms are increasingly delisting unregistered properties under the 2025 reporting rules.

Costa Rica's IVA applies to short-term rentals since the 2019 tax reform was enforced on tourism services. Filed monthly via Form D-104 by the 15th of the following month. Most platforms (Airbnb, Vrbo, Booking.com) now collect and remit on platform-booked stays, but verify in writing per platform per year — collection is not uniform, and the operator is on the hook if it misses.

Costa Rica taxes rental income on a sliding scale. Individuals owning a single property typically file under the simplified rental regime (15% flat option on gross, or the bracketed alternative). Legal entities (SRL, SA) file as ordinary business income. A real Costa Rican contador will save you 3-5x their annual fee in optimization. Don't try to DIY this from abroad.

Every short-term rental is technically a commercial activity and requires a patente from the local municipality (Santa Cruz, Carrillo, Nicoya). The rate depends on declared income. Apply at the municipality where the property sits, not where you bank. The patente is also what the municipal inspectors check when complaints come in.

As of 2025, Airbnb, Vrbo, Booking.com, and other facilitators must report each host's activity (bookings, gross revenue, nights, host ID) to the Costa Rican Ministry of Hacienda by January 31 of the year after the activity. The tax authority will cross-reference against your D-104 filings. If you've been operating without registering for IVA or filing ISR, the platforms have already reported you for 2025. Get current now.

Two bills moving through the Costa Rican legislature in 2025–26 would tighten STR rules further: stricter ICT registration enforcement, municipal authority over zoning-level STR bans, and minimum-stay floors in some residential zones. Neither has become law yet, but the direction is one-way. The VRMA Costa Rica chapter and Cámara Costarricense de Turismo (CANATUR) are both engaged. Worth watching, especially if you're underwriting a new build.
